The Empire State Building took just over a year to build, so I would imagine it's doable.
shareDoable, but why build it the same as it was. Already the Capitol building is way too small for all the people who work there. Also, trying to recreate all the old antiques and workmanship would cost a huge amount ... for a building that is over a hundred years old.
shareIt would take a good part of the year just to "complete" the demolition and clean up I would think. The integrity of whatever was left after an explosion of that size would leave it compromised.

As far as the show, were never told outright if it was rebuilt from the ground up or repaired since most of the damage was in the Assembly Chamber and part of The Dome [if the cast iron of The Dome could be repaired like a ship, who knows?]
I can't see Kirkman, an 'independent' Liberal, spending so many billions to rebuild it in a year even if its to bring the country back together much less spending untold billions more to recreate antiques when others can take their place.
It was done super fast just to get it over with
