Good Cop Bad Cop
Just some quick thought to share after watching this movie:
1) Japanese + Shaman teamwork looks to me like a good-cop-bad-cop trick, ironically applied on a real (foolish) cop!
It might imply how KR/similar societies are manipulated and tricked by certain political parties on important topics that affects civilians and their families. Again, happening on a law enforcer delivers a stronger message
2) Indifference
I think Train to Busan, another popular KR movie in 2016, tries to emphasize the same point. If people just mind themselves and don't care/fix the root cause together, it might as well happens to any of them.
Villagers in this movie were consumed one by one from an organized criminal team. Indifferent individuals, sometimes a little sinful, are harmed by evil groups. When they finally form a group, they could only fight with inefficient methods. The unnamed good woman in white fails due to lack of persuasion/luring techniques. The church doesn't care/affect much and their youth could only fall in front of evil power
