I got a little confused towards the end and therefore may have missed some important detail, but are we meant to assume (or at least suspect) that Ruth's partner cut the rope himself?

I got confused by that as well. I think Ruth might have cut the rope, because she was yelling "Who cut it, who cut it' (I'm paraphrasing). And the instructor said she and her partner were having problems... So that guilt messed with her head, and drove her to go on a killing spree. But I still have no idea what really happened (maybe that's intentional).

Very wicked movie. I just couldn't understand the passivity of police after a number of murders that would lead to her easily. That didn't make any sense.
Who on earth would prosecute her for the justified murder of such a repulsive man such as DJ Dan??
To me the movie would have been close to perfect had there been a slight sound of police sirens in the end scene...
