I don't recall them recognizing Night of the Living Dead, Friday the 13th, Nightmare on Elm Street, Scream, Saw or any other low budget independent horror. What's so exceptional about this one?

What is exceptional about this one is that the film is about racism so the academy needs to nominate it lest they suffer the same fate they did about #oscarssowhite. We need to incessantly tap black people on the head every time they do something now otherwise we get branded as racist.

shareI fully agree. It was quite a good movie, way better than I expected. It had an actual story, not just like the movies listed from OP a character that kills one after another.
You wouldn't know how it would end (I expected that he wouldn't get away). So yes, I think that is the only reason why it was nominated.
