This is a reboot. A follow-up would be a sequel with the same characters, if not the same actors. It would occur within 5 years (Movie time, not real world time).

It sort of falls somewhere in-between from what I can tell. While all of the characters are new, it takes place within the same universe. In the first 5 minutes they mention how the Alonzo Harris (Denzel Washington from the movie) case has affected the way the police are doing their jobs and how all of his cases he testified on had to be retried.

And I think a follow-up is technically right. A sequel would be following the original movie with mostly the same characters, but a follow-up just needs to technically follow the timeline of the first film. A reboot would be like Mad Max: Fury Road or the new Star Trek series.
