Golding's line on why he has it in on Harry...

that's deep man... that's a nice motivation on someone to be or become evil. At least better than most super villians out there.

the fact that the bracelet exists and does what it does is a reason to believe.

it was dumb to be honest.
what's more dumb is the archetypal villain who has everything; power, wealth, influence & anonymity, yet...despite all these things, he must go after the one thing that will bring his downfall.
Golding had it all..no one knew him & his name was supposedly a legend & all that guy can think of is a silly bracelet. If i was golding, i wouldnt care about the bracelet & go about my business regardless. The bracelet didn't help its previous owner much because as it gives him something, it takes another thing away.
the same silly idea was in spectre..blofeld, has everything, governments & intelligence agencies under his command, organizations that are so influential & all blofeld wants is to get back at bond! it simply is brainless.
