No, actually the way they're listed is determined by whoever submitted the data. Sometimes they're sorted in order of the rank of the role. So the star or the title character would be listed first. Often they're listed according to order of appearance on the camera, which can be helpful when you're trying to look up answers to questions like "who played that grocery store clerk..." Sometimes it's trickier to figure out the determining factors. If they shifted around based on algorithms and popularity, major stars now would get top IMDb billing for movies in which they had walk-on roles years earlier. It doesn't happen.
Movies are IQ tests; the IMDB boards are how people broadcast their score.
