Letting a Human trafficker take a victim?

I don't get how they let that man go with his trafficker. Seriously, that made absolutely no sense to me.
Short of saying it himself which he was trying to do by coughing so he could stay and the eye contact he made. Would they not call the police the moment they saw the tracking device in his body? How about the fact it wasn't his mother or could they not hold him on a psych hold for a few days if he wasn't able to express himself or speak properly?
I feel like he was there to get someone to help him and they just let the Human Traffickers take him and did nothing. Disappointing and scary!

Right?!? I was so pissed about that! There were SO many options!

They didn't have any proof. Everything was circumstantial. The tracking device could have been anything. Since he was an adult, he had to say he wanted help. Its like they said, if they called the police without any actual proof and the case gets dismissed then it could end a lot worse for the guy.
Im sure they would have told cpd and had them do background checks on him and the fake mother to see what they can do. But short of creating a fake diagnosis of a fake illness to keep him in the hospital, there was nothing the doctors could do.

Nick Marini, the actor playing Danny, is listed to be back as Danny in episode six, so hopefully the storyline will have a better ending.
