Considering how poor Arnold's box office numbers have been of late, frankly I can understand why a studio might be gunshy about investing in a big-budget project with him.
But with that said, Conan is certainly the movie that I'd rather see, and having now seen the box office numbers for Robin Hood, Conan also seems like the movie that would've posted a better financial return.
It really is a shame that we have not gotten the long-awaited Conan sequel yet. I remember reading about a new Conan movie with Arnold as far back as ~2010. At that time it was being called Conan: Crown of Iron and would feature an old Conan, weary after many years of rule.
Think I remember 'King Conan' being announced back in 2003!
