how do people realize changes in the timeline

I thought only the individuals who change the timeline, are aware that it has Changed

That is the problem of this show, they play with the timeline but absolutely nothing happens but Flash saves his mother and happens Flashpoint LoL

I think the "new guy" was just looking for things that were inexplicable, like evidence of an iPhone during medieval times.
