I came here to post the same thing. Does Sandstorm have some kind of crystal ball somewhere?
How could they possibly know that the CIA would use THAT shipping container for something important. Let alone that it would be used to move a terrorist and his son who needed a heart transplant and the father would commit a massive terrorist attack ONLY if his son did not survive the surgery.
Just thinking about it makes me shake my head.

Season One was littered with just that sort of highly improbable events far too dependent on either foreknowledge or absurdly good luck.
My wife and I had come to the conclusion that the program that Mayfair and Carter were keeping secret was either a time machine or a computer so advanced that it could predict the future.
And I would have preferred either over this inconsistent "Sandstorm" plot. It completely undermines the original premise of the tattoos! If Shepherd means to execute a massive terrorist attack against the USA why bother giving the FBI any clues, much less access to Jane?
Season Two's plotting is all over the place because they never meant to take this route at all. I'd wager that the price of renewal was to drop the sci-fi angle and take up the conspiracy/personal sex lives drama.
As it stands now Jane's full body tattoo is barely even mentioned!
