there system of testing the students apptitude is majorily flawed. being that the hedge witch and wizards are able to essentially learn magic on their own.

Part of the story is about the class system, and any good writer wants an emotional response to their story, so it sounds like they succeeded.
Finally, this is based on a book series and they are going to expand the universe from there, so it may be that they will explore "Why doesn't some hedge witch or wizard start their own school?"

Isn't that what the hedge witches' dens essentially were? A school or at least a study group for magicians?
I guess they do not have a fancy campus like brakesbill, but the better magicians are training others.
We know there are other schools, so they may have drastically different admission criteria.
But I agree with the above poster, there definitely is a bit of a caste system in the magic world. From the show though we've only been given the smallest of glimpses of the magic world.
