Why Is Syfy Only Doing 13 Episode Series'

Dark Matter, Kill joys, Aftermath, Magicians. They have all only got 13 episode seasons. I am not American so I dont know when these shows are watched, what time slot are they in?

In England they sometimes only do 6...or 3. It's usually to protect quality.
