It's not shoplifting until you leave the store. They should know that.
shareWell, stuffing merchandise under your clothes is cause to stop someone before they leave. It's hard to stop someone once they're outside.
Sure, the shopkeepers were dicks. That was the point. They saw someone who didn't seem to be the type of person who would shop in that store, and assumed the worse. There are still people like that.
