Theory as to why only certain people came back to life

SPOILERS!!

So I was stuck wondering why did these certain people come back and not say the whole cemetery. The only connection I could find is that everyone was murdered/was a murderer. We still don't know excatly how everyone died originally so it's a working progress.

John Doe- was a murderer and was hung for his crimes.

Fitzgerald- was killed by his son.

Carlos- not sure the EXACT cause of death but when he turned into ash, Vic found an old bullet and we learn he was held in a camp. His backstory wasn't explained into detail.

Kirstie- she was strangled to death at the lake.

Charlie- we are still unsure of his death but it's likely possible being he was at war for a time and at home people may not have liked his life choices given the time he was alive.

Now the stretches:

Maria- did not mean to but killed herself and her daughter in the car wreck.

Kate- it is known she had cancer. That's all that's known really but in one episode they said something about the doctor was the one treating her and obviously the doctor is twisted. She could have tried an experiment and killed her, we don't know. This one is by far my biggest stretch but it's odd that all characters seemed to hit an untimely end.

Anyways, just something I was noticed.
