I think part of him didn't want to go through with it. Johnson the corrupt Secret Service guy should not have told him the story about the Taliban and the girls' school.

Sorry, cop? Wasn't he one of Johnson's conspirators -- another spook -- disguised as a cop? A cop gives a press conference about finding the hero -- but wasn't he a phony?
There is a scene, in episode 1.2, where Johnson, (Epps), confronts the conspirator assigned to shoot our hero. He accuses his fellow conspirrator of uttering the hero's name, prior to shooting him. He asserts that the plan was to immediately shoot him, without warning. He asserts he knows the hero's (superhuman) ability well enough to know that uttering his name would have given him enough warning to get away.
His pompous co-conspirator denies it, but I believe the producers intended the audience to believe Epps sincerity, and disbelieve Mr Pompous.

I don't think that has anything to do with it.

Your quote is a paraphrase of what a famous European Computer Scientist said, forty years ago.
