Omar Epps is great. His emotionless relentlessness would customarily be the traits of a hero, but he is one of the villains, and in his own way the worst of the villains, since he started out as Swagger's friend. As such he remains a mystery but I think that mystery will unravel as the series continues. Just another element to intrigue the audience.
Tom Sizemore is also perfectly cast as a flawed CIA operative. A massively ugly American. I have no answer for your statement that he is mumbling his lines. He is perfectly understandable to me. His sloppy manner is in accordance with his sloppy morals and does a great job contrasting with Epps' uptight, rigid flawlessness.
I gather we learn more about these two characters in episode 4.
