Can anyone explain who he is on the show. I think he is CIA. at episode 4 he seemed to be corrupt.

Is he a good guy or a bad guy?

The CIA constantly betrays public safety, to protects its members for facing justice for the crazy war crimes they committed.

Of course he is a bad guy!

His true motives with regard to "the Russians" isn't clear yet, but he is fashioned after the character of the same name in the book. So, yeah, he bad.
