After watching episode 10, I have to admit that I really don't understand much of what I saw during the whole series.
Who was the head of the conspiracy? What was the relationship between the US national security advisor, the Russian ambassador, Lon Scott, Grigory Krukov and Hugh Meachum? They all seemed to have an important role, at least by the end. Who wanted the Ukrainian president dead and why? Who was after Annex B, and why did Bob Lee leave it in the Russian embassy? What was the connection between killing the Ukrainian president and Annex B?
Watch it again. The number one thing we learn from the finale is that Isaac was a mole, or a bit of a double/under cover agent. He started the ball rolling and for sure he bet on Swagger being killed but he was working for the top USA Security Advisor and not for Meacham. The Russians wanted the Ukranian President dead and high ups in the American govt knew it and used the plot they knew was developing to set up a complex sting operation with Bob Lee as collateral damage. As for Annex B, you notice at the end of the show that the last hand off of the file was to Agent Memphis, I think Annex B will make a return next season. It was the info that would have gotten Krukov killed, but Bob Lee took care of that. Yet, there are more people who want that info suppressed. So who has the file?

I too am puzzled about why Bob Lee left Annex B in the Russian Embassy. I did watch the end of the show again, and I saw no hand off of Annex B to Agent Memphis, at least not at the end of this episode. We saw that Bob Lee put the file under the matress in the room his daughter was held prisoner in. The only person or persons that could have Annex B are in the Russian Embassy, so likely the Russian ambassador has it.
I admit to being confused by this. Bob Lee gave the thumb drive to Memphis in Ep9 "in case I don't make it." So WAS that the thumb drive in the embassy? And why would he give it to the Russians?

I think the reason for leaving Annex B at the embassy was to make the CIA have to ask the Russian Ambassador about it, thus making it open and more public... admitting they know about it and want it.
