I'm sure hundreds of women throw themselves at him, but I can't think of a single scenario in which he'd have sex with a woman who wasn't the love of his life (i.e. Peggy Carter). He had chances in both of the first Captain America films but he turned them down.
Nothing wrong with that, although I'm sure plenty in our very confused and sex-obsessed yet strangely puritanical society would disagree.
Why would he keep being chastity? He's not very religious. His thing has always been honor and duty, not purity. He's not awkward in front of the ladies. In the First Avengers maybe (but not definitely), because of Peggy, but after that, why would he keep from having sex?
I'm not saying he becomes a pickup artist that slept with different women every night, I'm just saying that it makes no sense to, unless he's impotent. He definitely is attracted to Sharon Carter while Peggy is still alive, so he definitely already stops pining for Peggy at that point.
During his USO tour there were any number of women who threw themselves at Steve. Some because of his physical attraction and some because it was that whole mystique that soldiers used to play/prey on women when going off to war. Mind you Steve wasn't going off to war but there were indeed plenty of women who were uber-attracted to Captain America.
Steve would never prey on Women.
On another note besides Tony, Clint, Scott, Wanda and Viz it is never shown, intimated or hinted that any of the other heroes have had sex either.

Natasha was like a Russian female 007. She was definitely having plenty of sex.
Rhoady I'm not so sure about. He never speaks of a family or girlfriend, but he seemed very comfortable around those pole-dancing flight attendants in the first Iron Man.

I'm not religious. I'm not awkward around women. I like women, love them even. I'm not overweight. I'm tall. I'm fit. Much taller and much fitter than Steve Rogers was before he got given a bottle of super-serum. I don't spend my days playing video games and eating junk food. I dress well and I don't have a neckbeard.
But unless you're actively chatting up women or visiting dating sites, meeting available women you’re attractive to (i.e. single women - I don't believe in adultery, it would be so much easier if I did, but hey, who knows, maybe 'non-religious' Steve does) doesn't just happen by magic.
He had a chance with Sharon Carter. She clearly wanted him, but he wasn't interested. And how creepy would it be if he had slept with Peggy's niece? Especially before going back to Peggy? Who wants Captain America to be a creep? Hands anyone?
No doubt Kevin Feige will put out a press statement becsuse he doesn't want his hero tainted by the stench of the so-called Incel Movement (now that it's unfortunately turned into a bunch of right-wing women haters, which was never its original intent), but I'm not sure how an upright, conscientious, moralistic, career-focused guy who is out-of-time and clearly wasn't having any sex when he was a 90lb weakling, is going to be getting laid on a regular basis during 2011 to 2023, the period where he's either in containment, hunting HYDRA agents, on the run from the government, or in mourning post-Snap.
It defies realism and panders to the toxic bullshit lies we all tell each other that we're all having sex all the time, especially in an era where 25% of men (very very liberal progressive men, definitely NOT incels) are saying they're concerned about approaching women for a date because it might constitute 'sexual harassment'.
But one thing is for sure, as nice a guy as he is, if Steve Rogers hadn't been transformed into Captain America, he definitely wasn't getting any.
If a rock star can have groupies that followed them around the country, why couldn't an International superhero/war hero? Especially one with that face and body.
And yes, Steve chances with women is less than slim without the serum. No matter what Marvel tried to push with Peggy keeping the pre-serum Steve's photo, there is just no chance a woman like that can fall for him.

It's the bullshit we keep telling one another in order to make us seem less shallow, but in all honesty there was no way a woman like Peggy, or any woman for that matter, would have given Steve a second glance if he'd remained a 90lb weakling.
She would have admired his courage for sure. But I know from experience that just because a woman admires you, it doesn't mean she necessarily wants to sleep with you.
And the truth is, women and men often choose to sleep with terrible human-beings.
That's reality, and the quicker we acknowledged that the sooner we'd tackle the idea of sexual entitlement.
Yes, I am a good person. But no, the fact that I'm a good person DOES NOT entitle me to more sex than the typical a-hole.
