Is Barbara Gordon / Batgirl supposed to be a person of color...

Or she's just really tan?

The voice actor was Rosario Dawson, and Jim Gordon's voice actor was Hector Elizondo, a Puerto Rican descent, so I'm not sure.

Yes and the colour is yellow.

Did you even watch the movie? She and everybody else in The LEGO Batman Movie universe are obviously not yellow. You may mistakenly thought of The Lego Movie with Emmet and Wyldstyle. They are yellow. Barbara Gordon / Batgirl is flesh colored, but she is clearly more tan than other characters like Bruce Wayne or Robin.

I did watch the movie but it's so imprinted in me that minifigs are yellow so my brain just made them all yellow.

It's on HBO now, and the figurines are pink or brown rather than the yellow "The Lego Movie".

I think Bruce Wayne is just supposed to be really pale, because he never gets any sun.

I've read somewhere that Barbara is supposed to be mixed and her dad is black/some PoC. I thought Barbara/Batgirl at first was just tan too. So perhaps both Batgirl and Jim Gordan were meant to share the same ethnicity as their voice actors.
