Um, that's only 50% correct. Daleks are actually CYBORGS, not robots, because they have organic occupants. But then on the outside, they do look like fully robotic monsters, so I can understand it would be confusing if they DIDN'T say robots - however, they could've namedropped them like they did the other big villains.
Why are you here if you haven't seen the movie yet?
Oh, for crying out loud. The Joker wouldn't know much or anything about the Daleks, so he's guessing. That's part of the punchline, you idiot. He's incorrect.

This was one of the more involved jokes. The Daleks cameoed in Looney Tunes Back in Action(2003) another Warner Brothers picture. They not only use the Dalek voices used for that film in The LEGO Batman Movie, but they were never named properly in the movie(much like here.)
Okay, here it starts to get into the involved history of this event and why specifically they used "British Robots."
The Daleks appeared in Looney Tunes Back in Action, because Steve Martin loved Doctor Who, and wanted to add the Daleks to the alien robots already in the film. The part of the movie featured some well known aliens and robots and the Daleks were only listed as "British Robots" for the film. When acquiring the rights, Warner Brothers approached the BBC about this and got the okay. However, the BBC never asked Terry Nation's estate about this, and that made them angry when they saw the Daleks in a film they never approved first. So the Nation estate was very hard to please in getting the all clear for the Daleks return in Doctor Who(2005.) This is why they return every year. The Nation estate DEMANDED they appear EVERY YEAR in Doctor Who, or they pull the plug on the BBC's rights. The Daleks needed to have the rights cleared again to have their likeness in The LEGO Batman Movie. So despite being able to call them Daleks, they called them British Robots, referencing an obscure legal kerfuffle Warner Brothers started between the Terry Nation estate and the BBC.
Of course, you can find it funny that they are called British Robots in and of itself if you want.
That is one of the things I will miss once the boards are gone. Sure some trolls pop up occasionally, but generally I can't think of many other places you can get positive discussion to address specific movie topics like you do here. I will miss that level of community.
