He doesn't wear his armor until the final scene in the film. Once in his armor, he doesn't do any fighting. At the end of the film, he seems to disappear with no explanation of what happened to him, sort of like Eric Sachs in the first film.
shareShredder got betrayed and frozen by Krang and then got locked away inside the Technodrome. Then when Krang was defeated, he and the Technodrome, with Shredder still inside it, got transported back to Dimension X.
shareAs mentioned he was betrayed by Krang and frozen. I can see why Shredder was cancelled out of the final fight scene. Another Shredder showdown with the Turtles could be seen as just a rehash of the first movie and not offering anything different.
