Will Paramount reboot the ninja turtles again a few years from now without platinum dunes' involvement?

I guess it can happen but I wouldn't expect Platinum Dunes to be involved.

Save money by using rubber made turtle costumes but with mocaps on the actors' faces for the cgi facial expression.

I doubt it, I imagine this film will get a sequel just with another new director.
