Could Vasquez be the leader of the Red Hands? He's familiar with Escorpion so he could use his reputation, he could have his daughter's face tattooed on his arm and he would be bitter enough to wage war on people hurting a group he's trying to protect. I figure the leader will be someone we have seen before since they didn't show them this episode.
