That's what I like about the movie, they never say, and why would they need to? I hate whe they over explain s hit in movies.But from what little info we were given, The two were brothers and was a drug deal gone bad where Kevin Bacon double crossed them.There is the scene with Bacon dumping all that coke down the loo.

I expect the whistle was to draw out any nearby hunters who might unwittingly interfere with his errand. It was a precautionary measure to ensure no one was in the area.

I was wondering if he planned to dump the other body down the well also, And if so why did he dump that bag of cement over the first body? Or was it a bag of lye or something to help decompose the body?

I believe it was lye.

And I think it just makes sense to alternate layers ... Body, lye, body, lye. So that the lye is in contact with as much of the bodies as possible.

Quick Lime. Same thing used in outhouses and horse barns. It reacts with and speeds up decomposition while covering up the smell.

Since the sheriff seem to be in the drug and guns business as a dirty cop, my guess is that those two in the trunk were two crocs that he wanted to rip off and take the goods by himself or maybe he was working for some cartell boss and was orderd to take out some local competition...not really important since they were bad guys and so was the sheriff and probably some local rivals.
