Don't understand Hodiak and Charmain's ... SPOILERS for Revolution 1

and their action in the final scene of the latest ep Revolution 1.

Hodiak says to Charmain "Roy must die, so that he can get the goods on the new dealer" so that his son can be helped. Then in the last scene, after she reveals she's a cop to both the guy and Roy, Hodiak tells her basically, " she did it the right way"? How is that? That is not the way Sam wanted it to play out! I don't get it.

Can someone explain?

Because she did it her way, but it appears Roy died anyway.

Are we sure Roy died, or is dying?

I was going to add dying, but I think because of the dialogue they had, that he is dead. They can't continue this arc of Charmain being his girlfriend. That had to end and with Charmian emotionally involved, I thought it had to end badly.
