I don't think the writers have a long-term plan. I do wonder if the quick introduction of the future villains is because they worry the show will be cancelled. This could be the reason Penguin became crime lord at the end of season 1, because they worried there may not have been more seasons. This could explain why Penguin keeps losing his power as they need him to remain at the bottom rather than having everything.
I have an issue with them introducing so many villains: Penguin, Riddler, Ivy, Dent, etc. like it's too much. Some of these people we should be seeing much later. Even if they do worry about the show getting cancelled, what happens if it doesn't? Then they have a lot of backpedaling to do like you explain here with Penguin. You just have to take your chances and hope you can go on and introduce things when need be instead of cramming it all in for the sake of us seeing these people before the show gets axed before it's time. The show isn't about them really, it's about Jim Gordon and his early police days. Just like, we don't need to see Bruce become Batman while he's still a teenager if that were to come to mind.
Another example is the rapid aging of Poison Ivy. They couldn't really do a sexualised Poison Ivy with a 13 year old girl, so advanced her to her 20s rather than waiting a few years.
Why do they even need to sexualize her exactly? Why not just have some other female character there to be sexualistic? Why Ivy? We should have seen her grow up some more and even though they "aged" her, it's still jarring because mentally she's still a kid. Making her look older doesn't help much when deep down she's still a kid to be doing all that sexy stuff.
And of course Jerome Valeska, who despite them not yet confirming is the Joker has to be the future Joker, what with taking elements and appearance from different versions of the character. I know they sowed the seeds with him breaking down into laughter in season 1, but now two years on it is so apparent he is the character.
Yeah, he's basically the Joker. They certainly threw people off track when they killed him off last year, but I'd figured they'd bring him back when they had Dr. Strange bring back all those other characters who died.
If the show does get axed, I hope they work Robin Lord Taylor and Cory Michael Smith into another DC related show as Penguin and Riddler. And maybe Sean Pertwee as Alfred Pennyworth.
I hope this show doesn't get axed. This needs to stay on for about ten seasons and perhaps more after that. Like Smallville ended where Clark Kent became Superman, I'd like to see this show end where Bruce becomes Batman. Bruce was 12 in Season 1? I'm not sure how old he was in the comics when he became Batman, but I think age 24-27 is good. So this show needs to run at least twelve seasons.
