Im not on this board much. New here so I'm terribly sorry if someone has already posted about this but-

Is Jerome coming back? Is he dead again?

He was going to be sent to Arkham after his face was surgically reattached. Not dead.

Oh he is live and semi-well as he got his ass whooped by Bruce, Gordon and Alfred. He's in Arkham and as Crown said he's face came off.
