They only came because they were a bunch of scabs. The light let them know that the building had been liberated from walkers so they all came expecting a free meal.

It's like they just grabbed some extras off the street, "hey, go over there and pretend you're rioting. Hey, go over there and pretend you're trying to get in that gate."
