Why not give out rooms to these people?

Seems alittle crappy to make everyone sit around the parking garage instead of letting them go and stay in the nice comfy rooms once they are checked out.

They were debating what to do with them as they didn't have enough resources for everyone. It makes much more sense to keep them in the garage, away from the main hotel, until they have worked out the best plan of action.

It made it a lot easier for the doc to treat them in a central location rather than going from hotel room to hotel room. Treat them, and once cleared, put them in their own rooms.
