It's very unlikely he'll actually appear in this movie. The monarch organization will be mentioned in order to link the two universes. That's about it.

What's missing in movies is same as in society: a good sense of work ethic and living up to ideals.

I'm not sure if this was intended to be part of the GODZILLA (2014) universe when it was in pre-production, so any connection will probably be minimal. If Godzilla even appears, it'll probably be some tacky out of nowhere post-credits sequence. Maybe of him approaching Skull Island.
