I personally thought Evelyn was the worst because she betrayed Helen and I've had no sympathy for her character, as for Syndrome I kind of wished he and Bob/Mr. Incredible would've called a truce.

Evelyn was worse. EVERYTHING in Incredibles 2 was worse. If you mean Evil, Syndrome was far more evil. He betrayed, trapped and killed dozens of supers. He tried to kill Helen and the kids with a missile. He broke into their home and stole their baby. Why on earth would you want to see them call a truce?
