Why are certain people giving him money and then why is Muldoon turning around and giving a cut to the other cops? Has that been explained? Thanks in advance!

The cops used to have deals with the mobsters that they would stay away if they were paid. Terry is dividing up the money the mob families are giving him to whoever on their squad is involved. This goes back to the 20s when the Italian, Jewish, and Irish mobs first starting making deals with cops so they could sell alcohol during prohibition and then it just stuck till the FBI got involved in the 60s and 70s and busted the dirty cops.
shareGuys like Muldoon were called "Bagman". They made the rounds collecting tribute from criminals who existed under their protection or who at least tolerated them. The money was distributed within the precinct or unit with some being kicked upstairs to their bosses.
