I think that she's the witch of the south on the show who will use both science and magic for her own gain and she may be responsible for creating the tin man in the series.

I believe Lady of Ev...is the Princess (from RETURN TO OZ) with switchable heads.

You're correct. In the tv show she just changes masks rather than heads.

Lady Ev is the Princess of Ev and she has a major role in Episode 3.
They created masks fitted to her head and designed to show different emotional states as well.
