Oh man, I assumed they were trying to introduce Tip as like the Tin Man, but that makes the poster for the show make WAY more sense (Tip is not in it but her friend is), as well as the whole "I was protecting him!" stuff the witch was yelling.
....After a little thought I regret reading this thread and spoiling that for myself.
Considering he turned into a she at the end of the double-bill I'd guess so
