shareI think Tip knew the witch had taken a deep liking to her, so she took advantage of that.

The woman claimed to have been "overpowered." Didn't she have a sword? She was up against a little girl and Dorothy. Who should be weakened from torture and having her foot mashed into a massive shard of glass. (Dorothy is walking fine 10 minutes later. Plot magic. Again.)
It would've been nigh impossible to choreograph a believable scene where she was overpowered. So they didn't show it.
Set Dorothy free? No explanation; it was forced to keep the plot moving. Frame the evil girl? What grungyhappycat said. The witch likes/trusts Tip.
