Episode 3.5 Thoughts

In the "I know its only TV but this is how it's done in the real world department".
1. The crash would be at first investigated by the NTSB. If foul play is suspected the FBI and NCIS would then be called in.
2. Federal hiring - Both New Orleans and Washington offices have openings (for Brody and Dinozzo).OPM (Office of Personnel Management) would list the vacancies on their website (USAJobs.gov). Anybody who meets the qualifications can apply. OPM would select the top three candidates from the list of applications who would be then interviewed by the respective supervisor (Gibbs or Pride) who would select one. Any additional manpower authorizations would require a DOD request in the next federal budget. But this is TV.
