Yep, especially in contrast with her role in the first season, which wasn't written brilliantly either, but at least gave her opportunity to create a full character. Instead she wasn't allowed to do anything but looking sour for the whole season.
Her character was unreasonably confident: the progress in that case was purely accidental and up until the end she did not have a clue who the murderer was, while leaving a trail of errors and misjudgements. Including the one not to make sure where everyone was at the time of the murder, something Columbo would have asked in the first scene. That might be why he could solve his cases within less than 90 minutes where Lewis' incomptetent character needed the whole season to barely get over the finish line.
