Two headed eagle

A case of inaccurate set dressing:

In "It Isn't the Fall that Kills You" Paige and Tim go to the Russian Consulate in LA. On a wall in the consul's office between 2 windows is a plaque or flag or wall hanging or wallpaper or something with the image of a two headed eagle.

Of course the coat of arms of the Russian Federation is a two headed eagle. But it has a red field with a golden two headed eagle on it.

And in the episode it was a yellow field with a black two headed eagle.

Like the Coat of Arms of the Holy Roman Emperor:

Or the Austrian Emperor:

Or the Russian Emperor:

So is the Russian Consul in LA claiming to be some emperor or to be loyal to some emperor? I think his bosses would not approve of that.

Curiously, the coat of arms on the shield on the breast of the two headed eagle didn't belong to any known Holy Roman, Austria, or Russian Emperor. That shield as divided by a bend (a diagonal bar) into to sections with different background colors and different images. I don't have the faintest idea what coat of arms it was supposed to be.
