sharedid you not see thor call the hammer while talking to his mother. He took it with him to the future. Capt can use the hammer cause he was now worthy of it. Odin put a chant on it that whomever is worthy can weld the hammer.

More to the point, Rogers wields lightning because of the hammer's enchantment: "Whosoever holds this hammer, if he be worthy, shall possess the power of Thor"
This probably means "Thor, Prince of Asgard" not "Thor, King of What's Left of Asgard and Wielder of Stormbreaker."
Exactly. Thor's power isn't in Mjolnir. But whoever wields Mjolnir (and you have to be worthy to do so) has access to the power of Thor, so Cap can call lightning.
