And it can be argued that Loki was on earth for a bit longer (in a big city, no less) than Hela was when Strange snagged him. Loki after all was in the same city as Strange, a city in which he previously caused a massive invasion.

No one knew who HELA was. Odin had held her existence a secret. And nor did Strange know.
Loki was a known maniac who tried to take over the whole world. So surely Strange needed no excuse there. But some lady arriving in black, let us see... and within 1 minute and 20 seconds (yes, that was it) she left Earth again. Actually, from Thor's attack (yes, he attacked first), it was only 38 seconds.
We cannot blame Strange. He is no judge and no executioner. He is a protector. And HELA did no harm to Earth in the 38 seconds she was there fighting her siblings.
FYI, Loki was on Earth for 44 seconds (if screen time equals his time here) before Strange interfered... so even for Loki, it took Strange a bit more time to conjure up some appropriate magic - meaning if he was doing the same for Hela, she left Earth before he had the chance....
