It does glow for a second when Maj. Warren takes it out of the envelope and flattens it in the coach. It glows with that very familiar golden glow.

It even emits that glow onto Kurt Russell's face as he begins to read the letter in the stagecoach. I think Quentin found the perfect answer to his riddle.

This also helps explain Brett and Flock of Seagulls. They're not drug dealers or diamond thieves. They were most likely grad students offering to either authenticate or middleman the Lincoln Letter for Marcellus. The letter would have had special meaning to Marcellus and an exceptional provenance having been discovered on the dead Major in Minnie's, with no witnesses to his admitted fraud.
