So he has one bomb in the cellar.
But he manages to blow off the WHOLE buidling?

What kind of explosives is that?

it shows him wheeling in stuff into the basement and hiding it there some how, so its not just one bomb

Not to mention this scene is shown at least three different times because Boll loves his flashbacks and flashforwards to eat up screen time.
