Am I the only one who just wanted to laugh at the very first seen he was in?? I kept imagining him from Dumb and Dumber and that hysterical laugh he does and It didn't help that his character himself looked like he was ready to explode at any moment
I think he's just too goofy looking for a serious role like this one. They should've gotten someone else =\
I thought his character looked serious in this.
His manner of dress was slightly off from the uniforms others were wearing. Maybe it was camera perspective in his top level apartment.
It looked like Jeff's character was wearing a modified Salvation Army Uniform from the present day while the New Chicago leaders at Candor and Erudite had more streamlined lines to their suits. Jeff looked at bit Mid-Twentieth Century.
Well, they gave Peter and Caleb shirts with square pockets too..

At the end of the movie when he was desperate to get things back under control he told Tris, "I made You" and said that she was "like" a daughter to him.
(Hmm, and he knew her mother and had access to this special gas they were using and Tris is the only one who's 100% pure..)
I made mistake in a earlier post. His complex is called the Bureau of Genetic Welfare.
I thought the same exact thing!!! Especially as book reader, I couldn't take him seriously. Given what happens at the end of the book (wink wink), I just laugh thinking that the fate of Tris is decided by Harry Dunn lol
