Funny, because I agree about the low production value, but my reaction was totally opposite - it's good to see they are still making action movies that aren't trying to CGI-FX your eyeballs out every second.

The point where the production staging rubbed me the wrong way was ironically where they probably spent the most - the jumping rooftops stuff at the end seemed like it belonged more in a James Bond movie with flying cars than a Jack Reacher movie. I liked the fight in the abandoned factory much better.

Not to mention the monotonous direction. The first one had its own style while this feels like any dime a dozen direct to DVD action movie.
