the Sokovia Accords


I can see the Sokovia Accords skipping daredevil or ironfist but not Luke Cage.
Why haven;t the these heros been affected?

In the second season of Luke Cage, Misty's superior called Luke a vigilante and they threw the word "allegedly" around enough that it makes me think the Harlem PD looks the other way, so no major charges could be filed. With Luke becoming a crimelord, things probably would change... or at least they would have if the show wasn't cancelled.

The Sokovia Accords are national/international, The NYPD is low man. Where is the FBI? The UN?

The UN can't act on American soil. The FBI probably would get involved eventually as they were certainly involved with Daredevil's dealings. I think a lot of that has to do with the NYPD filing charges against him as a wanted vigilante and they obviously worked with the FBI when going after DD. The FBI are still limited to jurisdictions, so if Luke is not charged with any crimes and there is no on-going investigation, there's not a lot they can do. Especially since he only operates in Harlem and doesn't go across state lines.
