He listed for only tow shows so it's doubtful he'll be the main villein.
And with Jessica Jones having spent an entire season with Kilgrave, mind control needs a little rest.
I doubt it is the classic Ringmaster as he isn't an Iron Fist rogue and the Netflix series is a bit too grounded for a guy like that. It is probably either a random ringleader who might show up in a circus scene or something (maybe even one of the inmates in the asylum who thinks he's in a circus), or he is the ringleader of a group of criminals or something.
