Wouldn't he legally have to go back to prison FOR LIFE. Even if he had been offered a FULL PARDON (which I am not sure happened but lets pretend) that would ONLY apply to any crime he committed BEFORE the "brain surgery".

He could be forgiven legally for most of his crimes like stealing cars not paying for his food breaking and entering etc but he murdered three people (at least) in that car wreck/escape. The 2 transporting him were cops and armed and accepted an element of risk with their job but he killed a TOTALLY INNOCENT bystander by knocking him out and putting him in the back of the cop car before blowing it up, probably so they would think it was him.

Murders like that could not go unpunished and because they occurred after whatever "deal" he may have been offered they would not apply to any pardon he may have been promised. Legally HE HAS TO GO BACK TO PRISON.

Considering the fact that he had a brain defect that literally stole his conscience, it seems like they could possibly figure a way around all that.

This is the CIA we're talking about here. It wouldn't be the first time they do business with hardcore criminals, I bet.

like the other guy said it is the CIA, they can do anything they want. Murder, torture, sell drugs. All they would do is claim Jericho is dead and give him a new identity.

Who cares if it's the CIA, it's just a stupid throwaway line that leads you to believe there might be a sequel because for whatever reason the director couldn't offer up a satisfying ending.

I see this a lot lately and the audience always collectively rolls their eyes.

Not as bad as the resent line in the Independence Day sequel. That might of been the worst ever....

You may pass it off as a throw away line, but the CIA took a mentally ill person out of prison to use him in some ill-conceived experiment that may or may not have worked. Whatever crimes he committed are 100% on the CIA.
