during the hearing, rather than simply exploding the chair and everyone immediately know its Luthor. this happens instead. luthor being shown having dirt on the politician, uses this influence to slip her a question to ask superman, one chosen knowing it'll get him angry. once that is seen on camera, Luthor's men cut power to the building turning off the cameras to everyone watching on tv. then the little wheelchair device shoots out a laser, cutting through the building mimicking superman laser eyes. superman sits there stunned at first then tries to tear it apart but it contains kryptonite so he can't do so immediately.everyone on the outside just saw superman get pissed on tv then are witnessing "superman" destroying the building from the outside cutting it apart. superfine flies to the ceiling to try and stop it dropping on some people inside. finally the device blows itself and the building. hiding all evidence of authors scheme. Superman's in shock, hovering above the rubble looking guilty as fuck. Bruce sees news reports of this and now has all the evidence he needs to see superman is truly an unstable dangerous powerful entity to be taken down.

Luthor confronts superman out front. using feigned shock over how superman could do such a thing to rub salt in the wound. jokes about he knew he couldnt physically touch superman, but he could mentally outmanoeuvre him> he's smug cause he knows he's untouchable and superman can't do shit and attacking lex would just further prove the lie he set up.
